Password Protect a Form

I am trying to password protect a form so that you can not open the form in
design form without having to put a password in.  I have looked every where
and I am unable to find the controls to set that up.

Can someone please assist and point me in the right direction.

Outlook 2007 no longer supports form passwords, which were an extremely weak protection mechanism in the first place.
