Form Created in Outlook 2003 Not Being Attached in Outlook 2007

We have a task form that our company uses for installation jobs.  It is
attached to every task this user creates.  When he assigns the task to
others, anyone running Off07 does not see the tab for the Form.  Users with
Off03 do see the form.  Any ideas?

Please explain what you mean by "attached." That's not a concept usually associated with Outlook forms.

Is the form published in the Organizational Forms library with the "send form definition with item" box unchecked?
