opening an oft file with 2007

We have 2003 forms listed on our Intranet site that Users click on, fill out
and send.  

Is there a way to configure Outlook 2007 to allow these forms to
automatically open with a dbl click.  Right now, we get a message saying
'Outlook has blocked access to this form template file. If you know and
trust...'  If we say OK to the error message, the majority of the form gets
stripped.  We can go to the File menu and navigate down to the form and open
it fine but I'm getting complaints that this is too cumbersome for some ...

Any ideas?

No. Users will need to use the Tools | Forms | Choose Form dialog (or the same command from the File menu) or a VBA macro that utilizes the Application.CreateItemFromTemplate method.
