That's perfectly normal. A form must be published to work fully.
If you want to change the form design and use the .oft file as a base, you
need to use the Tools | Forms | Design This Form command.

Okay, so what if I want to email the template to someone? When I save it so
that I can attach it only the default page (not P.2, even if it's the only
enabled page) saves. How do I get the template (all pages) saved in a way
that I can put it on a flash drive or attach it to an email and still be able
to open it up and see the form that I created? At the moment the only way I
can access the form that I created is to publish it in an Outlook folder, but
I have no idea where to find these folders on my hard drive to move them onto
a flash drive or an email. Even when I save in the Templates folder (default
folder for sving templates) only the first page saves and I have lost all the
design of the other pages. Please help!
