Custom Outlook form like standarts

Hello
Somebody knows, how do create custom form like outlook
standarts form, but has different behavior without
scripting.
For example, i can create custom form from exists, but if
i want to expand my custom form functionality, i must
write custom script.

The alternative would be to develop new custom forms with Extended MAPI and C++ or Delphi.
