notify if identified recipient  has not open the message

I would like to check if we can have our outlook notify
the sender of an e-mail if the identified recipient of an
e-mail has not open the message within a predetermined
time (most probably 1 or two hours).

You could ask for a read receipt but many servers won't issue them
since they tell spammers you've read their emails and many versions of
Outlook allow you to prevent read receipts from being responded to. So
it's hardly a foolproof thing.
