outlook rule using specific time of day

I hope someone can tell me if this can be done using VBA and outlook rules.  
If so, then I'll look for a programmer.
I need to monitor a mailbox only during specific hours  and only 4 days a
week.
I would like to set a rule that forwards mail to another mailbox only during
these off hours like: Wednesday and Thrusday from 8:00PM to 6:00am and Friday
8:00 pm until Sunday 6:00pm.
I can't see how to create a rule using releative days let alone specific
hours and wonder if VBA can help implement such a rule.

With VBA that's possible. You can set up a Run-a-Script rule to call the
script that checks the time, if it's within your specified time frame then
it forwards the mail else it does nothing.

Please note that Outlook must be running for that. And Outlook is not a
server software, you cannot rely on that it's available of the time.
