1. In Outlok 2003, an email mesage (either a blank "Untitled Message" or a reply message) is already opened.
2. For the above-mentioned email message: I would like to perform:
  a. Convert the format to HTML;
  b. Attach to a template ("MyTemplate.dot")
Please help. Thanks.

Hi armsys
As you can see - from a number of postings, the simple things can't be done
in Outlook.  You can create forms and do som e really massive procedures, but
no one knows how to do a simple format change!
My suggestion - use another e-mail program!

What kind of format change are you referring to?  The mail format (HTML,
Rich Text, Plain Text), or the formatting of specific text within the
message body?
