is there a gpo to configure sharing permissions.

No, folder-level sharing permissions cannot be controlled with a Group Policy Object setting. Such permission data is actually part of the folder, not the application settings. See http://www.slipstick.com/exs/permissions.htm

so is there a way to set folder-level sharing for the user calendar?
