there is nothing to create - outlook just displays them.
what windows theme are you using? there are some display issues with outlook
and themes other than the default....

I'm using the default theme. Nothing fancy at all, as it's the company
laptop. I logged on via the VPN at home and noticed the same behavior.
When I was talking about creating them, I meant the outlook data file, such
as File, New, Outlook Data File. Once I create one of those, which places the
.pst file on my local hard drive, mail moved to it doesn't show next to that
mail folder as being unread. If I right-click on that particular mail folder
and choose "show total number of items" it doesn't display that number in
green either as it did in Outlook 2000. Neither the total or total unread
will show.
It's not a huge deal. I can work around it. I'll just have to be more
diligent in responding to those mails with large attachments and moving them
off to a backup folder after I respond. Outlook 2003 may not have the
functionality I am looking for like 2000 did. But I would think it should as
the options are there when I right-click the mail folder.

I am having the exact same problem since upgrading to Outlook 2003, and like
the originator of this posting, have searched many help files within the
program and the Microsoft website, and can't find anything. The problem
seems to be connected to *.pst folders created outside of the Personal
Folders file; i.e. any folders that I create within Personal Folders properly
display the number of unread e-mails, but those folders attached to a *.pst
file other than my primary *.pst do not display the number of unread e-mails.
