Is it possible to copy my Outlook mail profile to a new profile on the same PC?

You can try using the WinXP File & Settings Transfer wizard along with the
Office 2003 Save My Settings wizard.

The mail profile is kept in the registry.  Don't confuse "Personal Folders"
files with mail profiles.
