outlook 2002 does not set up default email folders

I'm having the same problem with Outlook 2002 as the others, attempting to
install into Windows 2000. I've tried every option but it will not install
the default email folders. I have Outlook Express running now and wanted to
add my Active Sync and Outlook from my laptop to tie the computers together.
When I open Outlook, it says it can't find the default email folders and asks
if I want to go to the Windows folders. I look in the directors and there are
not any of the personal folders. It installed without any problems in my
laptop running XP professional.
Any thoughts?

After installing Outlook, set up your mail profile in Control Panel's Mail
appet and create your default folders there.
