I had a trial version of Office 2003 for school use, bought the full version
after it expired, installed it now getting a error "The Operation failed due
to a registry or installation problem. Restart outlook and try again. If the
problem persists please reinstall."

I have done all of that and even tried the detect and repair option under
Help. If won't allow me to send/recieve mail, do anything with e-mail
accounts.

Did you uninstall the trial version first?

I uninstalled it, reinstalled it. I had AOL on my laptop and reinstalled it
and it worked. I have no idea why or how it could have, it doesn't make
anysense but it did. Thanks
