I've checked and double checked my email account settings and they are
correct. I've tried sending using Outlook express, and it works fine. Any
suggestions?

Do you get any error messages when you try to send?  Does the message stay
in Outbox or does it get moved to Sent Items?

I don't get any error messages. The messages I attempt to send remain in the
Outbox.

Enable diagnostic logging and see if any errors appear there.

Hi.

I've experienced the same problem but i managed to resolve it.
Do you:

Have Office 2003 Small Business ?
ADSL line?
Cisco 877 or similar modem?

When all this things combine i can receive pop3 but the smtp doesn't go out.

Solution:

Change the router MTU

PS: Please answer all my questions because i'm trying to figure out the
problem.

I hope this helps.

I have Office 2003 Pro, ADSL, and I don't know what modem but I don't think
it's Cisco.

Well, in my case was a different scenario, because I only had problems with
the Small Business version, in the Professional edition and in Outllok
Express I was able to send and receive e-mails without problems.

Anyway, later when I was trying to resolve y problem I read something about
apllying the latest Office Service Pack, try that.
