I have had to move a user from a PC with Outlook 2003 to a PC running Outlook
XP.

I have copied the .pst file over, but the file can not be read as it's
format is too new.
Is it possible to import the file?

No.  You must use Outlook 2003 to create an Outlook 2002 PST and copy the
data from the 2003-format PST to the 2002-format PST.  You can then use the
2002-format.
