Outlook 2003 Junk E-mail filter disabling

how do you disable the junk e-mail filter in the registry as we need to
disable this on 1000 + machine's and GPO is out of the question.

are they domain computers connected to an exchange server?

Yep there are domain controllers, and exchnage servers, but we are unabke to
create GPO's (company policy).

i'm thinking in creating a VB script to disable the junk e-mail filter
