Outlook Always Comes Up Offline

Whenever I start Outlook on my PC, it always comes up offline. If I click the
Offline in my system tray and uncheck "Work Offline", it connects immediately
and stays connected with no problem. There must be an option somewhere that I
need to change. We're using Outlook 2003 and Exchange for our email server.

'Control Panel|Mail|E-mail Accounts|View or change existing e-mail
accounts', select "Microsoft Exchange Server", click "Change", click "More
Settings", change the settings in the "When Starting" section on the
"General"  tab.
