why doesn't downloaded stationery work in outlook 2003?

I downloaded stationery, ( "Outlook 2002/2000 Stationery: Wallpaper", for
example) and tried to install it. I get a message saying I don't have an
Outlook 2000 family product installed. I'm running Outlook 2003. There is
no stationery listed for 2003, just 2002/2000. Any ideas?
