pfbackup will not install

I'm trying to install pfbackup.exe on my Dell.  I'm running Office 2003
Academic and XP Media Center is my OS.  I've already checked my registry for
outbak.dll and it's not there.  It isn't in my COM Add-ins and I can't
install it from there either.  I get the following every time I try to
install:

"This installation package could not be opened.  Verify the package exists
and that you can access it, or contact the application vendor to verify that
this is a valid Windows Installer package."

Help!?  Any suggestions?

Presumably youre double clicking on the exe
Perhaps the download is corrupt?

I'm not double clicking, and I downloaded it DIRECTLY from Microsoft a few
times.  Still have the same error.

So how are you attempting to install it?

I've tried clicking on the exe file and tried to add it through the com
add-in utility in the Tools/Options/Other/Advanced Options menu.  Both nada.

Either double click the pfbackup.exe, or use start/run
If this fails to install it, or gives a msg 'allready installed' (or
similar) check Add/Remove dialogue for an Outlook Backup entry.
Search for outbak.dll, should be in the Office Installation Folder -
Office11\Addins.
