I need to change the mail server settings on 11,000 email clients, is there
an easy way to do this? The clients are outlook and outlook express that
pop.

Depending on your Outlook version, you may be able to use a .prf file to set a new profile or modify a profile. See http://www.slipstick.com/exs/olroam.htm for links to resources and documentation.
