Remove "block attachment "security? in OL2000 SP3?

In one of the numerous patches to OL2000 (currently I
have Sp3 9.0.0.6627) it's blocked all access to certain
file types including .reg, .bat etc. how do I either
remove this block completely or at least renew OLs
ability to alert me befor I open the attachment.

I've looked all over the knowledge base but still confused
