Outlook configuration hang

Up until recently I had been using Office XP while
retaining Outlook 2000 with no problems.  This is all in a
Win 98SE environment.  Earlier in the week I began having
problems with Outlook hanging upon loading or taking an
incredibly long time to load (1 Hour).  I did a reinstall
of Outlook 2000, an uninstall of Outlook 2000 and
reinstall of Outlook XP, an uninstall and reinstall of
Office XP all to no avail.  

At this point Outlook hangs on startup and stops
responding at the splash screen with the configuration
window open.  After an End Task it will reopen in
Outlook "Safe" mode.  When I try to compose a message with
Word as my EMail message I get an error stating that Word
is either busy or cannot be found.  I have done complete
virus scans, and disk scans with no errors or viruses
detected.  All other components of Office seem to be
working properly.

Any ideas?

After much searching I found a solution to this problem.
