How do I stop Outlook from shuting down when not connected?

I installed another copy of Office 2003 which apparently overwrote existing
Outlook program files and settings.  I'm unable to launch Outlook to work in
offline mode.  How can I enter Exchange server settings to connect, if
Outlook won't work if not connected? (Catch 22)
