Outlook Express will not save user settings

Under Tools>Accounts>Mail
I've set up an email account. Under the Server tab, I have the following:
POP3
Incoming mail
Outgoing mail
Account Name
Password

Ok, here's the deal. I've set all the settings properly and saved the
password. I check it several times and the emails come and go without a
problem. I can close Outlook Express and reopen it and the settings are still
saved.

The problem arises when I reboot the computer. The settings for the Incoming
mail and the Account Name changes every time. I have to retype the correct
Incoming mail server and the Account name every time and it works properly.

Any clue as to why this is happening and how I can fix it?
