Junk email update causes problems with Outlook

Since receiving the Feb. Junk email update my Outlook has not been able to be
used.  When I click send/receive "Operation failed" error message is shown.

When I select new to create an email "Not implemented" is the error message.

I thought about removing the update and reinstalling Outlook but that seems
like rather drastic measures as a work around for a patch.

Any Ideas?  I'm using Outlook 2002 - a component of Office XP

The Junk E-mail updates from Office Update won't install in Outlook 2002,
since they apply only to Outlook 2003.
