Message store error when exiting outlook 2003

Task 'Microsoft Exchange Server' reported error (0x8004060C) : 'The message
store has reached its maximum size.  To reduce the amount of data in this
message store, select some items that you no longer need, permanently (shift
+ del) delete them.'
the user does not want to delete anything is there a way to increase the size?

The Exchange admins should be able to control that.  However, the user can
usually create PSTs and move data to them from the Exchange mailbox.
