Tool bars change position

Whatever I do, Out Look tool bars does not stay in two rows. Every time I
start, They are in 3 or 4 rows.

That's usually the case when you have third-party toolbars.  They don't
behave well.

I have un-installed add-ins.
Link history always loads on the second tool bar line.
I am using Business Contact Manager with OutLook.
Monitor resolution 1280 x 1024.
Is there a way to line up tool bars in one line and lock them?

There is no way to lock the toolbars.
