Cannot browse zip files when attaching to email

There must be a very simple configuration setting that we are missing. We
just purchased 7 new boxes all running XP Pro SP2 with Office 2003.

When sending email with attached zip files, some of the users can browse to
the zip file from within Outlook's "Insert File" toolbar button. Other users
cannot view the zip files when inserting files by this method, but are forced
to open a windows explorer window, browse to the zip file, right-click and
"send to", etc.

We have looked through the security settings from within Outlook but cannot
find any reference to this. What are we missing?

It seems to be a bug in Windows XP. Usually if you close Outlook and reopen
it the Zip files will be shown. It's been reported to MS.
