I want to permanently delete the items in my junk email folder, but I want to
do so without moving them to my deleted items folder.

I just keep my Junk E-mail folder set to archive items that are a few days old and have AutoArchive run every day. That leaves a few items in the junk folder but I never have to empty it manually.
