Where do I find the drawing toolbar for outlook?

I am trying to find the drawing toolbar for outlook and went to the help menu
in outlook but the instructions as posted below are wrong as I do not even
seem to have a drawing toolbar in outlook 2003??? Does anybody have an
answer??? Please....

"Use the Drawing toolbar (toolbar: A bar with buttons and options that you
use to carry out commands. To display a toolbar, press ALT and then
SHIFT+F10.) to add the shapes and drawings that you want.

From the View menu, point to Toolbars, and then click Drawing.
If you are in Outlook, make sure you have a new message open."

You have to be using Word as your mail editor.  Are you?
