I have installed Office 2003, but am not using Outlook. Why does Office 2003
updater have "Required updates" for Outlook 2003 when I have not installed it?

Because you did not perform what is commonly called CUSTOM INSTALL.
Under custom install. you only install what you are likely to use.  At
present, you have installed the full package (the full monty) and so the
update service assumes that you will eventually use all these products
ONE DAY!

If you don't want updates for outlook then you can uninstall it from
Control panel under ADD/REMOVE Programs.
