In Outlook 2000 on XP, the test message from the account set up dialog box is
successful but outgoing emails are blocked (a red x appears on the connection
icon in lower right corner). Mail can be received but not sent.

That connection icon has nothing to do with showing mail was blocked.  That
icon means you have "Work Offline" checked in the File menu.

Thanks Brian, that helped. Found the answer to my problem in a post with a
link to an article by Diane Poremsky. Deleted an Earthlink spam blocker
add-in from a prior account and outbound works fine.
Tools/Options/AdvancedOptions/COM Add-Ins.

The resolution was in the very message you quoted.  Didn't you read it?
