Can't send mail from Outlook 2003

I see a lot of people have issues with this but I haven't read a solution
that fits my need yet. I upgraded today from Office 2002 to Office 2003.
Since then, I am receiving mail but cannot send mail. If I send a test
message from control panel > mail > e-mail accounts > view or change existing
e-mail accounts....I can test the account settings and everything works fine.
If I do the same in Outlook, then it cannot find the outgoing SMTP server and
can't send the test message even though the settings are correct. I disabled
virus scans, firewalls, etc. but cannot get to the bottom of it. I even
uninstalled and re-installed Outlook without success. HELP PLEASE.

I have it said up like they are telling me to and the same settings worked
fine in Outlook 2002. Even when I re-install Outlook 2002 I can send mail
again with the same settings. Something else has to be wrong with the 2003
version that I am not seeing

Have checked the More Setting ... tab?  This contains a connection tab
which may need adjusting.

This setting is in the same dialog box as:

Tools, Email Accounts
View or change existing e-mail accounts
Select your account and click CHANGE
Now select More Settings ...
Click on Connection tab

Of course, I checked all the settings. I configured the outgoing server and
authentication, username and password as well. Like I said, these settings
have not changed since Outlook 2002 and there it worked just fine.

Never mind...I figured it out. It was the Anti-Virus program after all. I
completely had to disable it and now outlook works. Sorry for the bother.

I hope you will enable it again including Firewall otherwise you will
render your system useless within about 16 minutes statistically
speaking!!!
