How do I stop Outlook from downloading messages from the server?

I run Outlook on two PC's. I want all my incoming messages to go to PC #1. I
only want PC #2, a laptop, to be able to send messages. I do not want
messages ever downloaded to PC #2.

You dont mention version, so cannot specify anything specific, but have you
checked the various mail / send/recieve options in Tools>Options?
