You might be able to determine where the problem lies by using Telnet to
communicate directly with the POP3 server:

Thank you Hal. That method using Telnet shows everything is OK, but Office
Outlook 2003 will not communicate and gives the message "The operation time
out waiting for a response" etc. The problem I have is that I don't know how
to find out if the applications requests are actually leaving my computer or
are simply being blocked somewhere.
