emails hang in the outbox after sending

We just upgraded to MS Office 2003 at work.  Since doing so we are having an
issue with Outlook messages not being sent immediately.  We are working off
an Exchange Server so the emails should send/receive immediately but instead,
they hand in the Outbox for about a minute or so before sending the message.

All the settings in Outlook are fine as far as the send/receive properties.  
Outlook is not set to work offline.  

Any ideas?

That sounds like normal behaviour for exchange cached mode.
