I got tired of a user called 'owner' from my old computer and moved the
outlook files to 'hp_admin\local set\app\ microsoft\ outlook' but now Outlook
can't find them and i can't find how to tell it where the files are. namely
Inbox, contacts etc.

If 'hp_admin' is your Administrator account then that is a bad move for your
data.
You should not use the default Admin account, but set up a user account,
even if that account has full rights
Since you refer to 'old computer' I'm not entirely sure what you have
actually done.
If OL on opening cannot find the data file you should get an option to
browse to, and select the data file, which by default is called outlook.pst

'Control Panel|Mail|Data Files', select your personal folders file, click
"Settings", change the Filename to reflect the new path, something like:
C:\Documents and settings\hp_admin\local set\app\ microsoft\
outlook\personal folders.pst
