My pc was gradually crashing and per Dell I had to re-install Windows and go
back to a "out of the box" pc.  I exported my emails (2 different emails
accts in my Outlook) and saved them to an external hard drive.
So now that I've reloaded Office 2003 (Student & Teacher), do i need to
re-create my 2 accounts FIRST?  or import from my external hard drive and it
will all be set up for me??

If you didn't use the Save My Settings wizard to save your accounts, you
will need to recreate them manually.  Moreover, you may have problems
because yuo exported your Outlook data.  Exporting and importing is never
the way to back up.  See
