can outlook work with other isp providers

My ISP is Charter, which has its own email service.  They also provide my
voip service connection.  I prefer use of Outlook contacts and calendar
options and am more familiar with Outlook email from work.

Can I use in place of Charter email?  If so, will Charter folks assist me
with the changes?

If Charter offers SMTP/POP3 or IMAP4 services, Outlook should work fine with
them.  Contact Charter and ask them for the proper settings.
