The following are errors that come up when trying to open Outlook, there are
number of errors each with a different file name at the end:
“The extension configuration file C:\Program Files\Microsoft
Office\OFFICE11\ADDINS\dumpster.e…” Could not be installed There is an error
in the syntax or format of the file.””
“Msspc.ecf”
“Outex.ecf”
“Dumpster.ecf”
then this..
“C:\PRAGRA~1\MICROS~2\office\office11\addins\....and the same files in CAPS

Do the files named in the messages exist? If not, how did you delete them?

yes they all existed...but check this out...i ran the detect and repair after
deleting and all but the msspc.ecf was repaired....after 7 hours of failed
attempts, i paid my 35.00 for ms support. after 2.5 hours of failed attempts
by them, he finally figured out that the compatability of the msspc file was
set to win95. he unchecked the box and bingo!....problem fixed.

Fix for your problem
First uninstall Office then reboot your PC.
Delete the Microsoft folder (go to c:\Program Files\Microsoft Office)
Backup your registry
Search for office in the registry and delete all office strings you fined
then reinstall Office and Reboot your PC.
BEFORE you launch Outlook you need to go to control panel and open MAIL and
add a new Mail profile For Exchange then Open Outlook problem solved>
