I have Office Standard 2007 upgrade - there is no Outlook 2003 on my computer
and have not been able to upgrade to Outlook 2007.  Does this mean I have to
buy a separate Outlook 2007 download?

You need to have a previous version of Office that falls witin the upgrade
policy of the version of Office you bought. If you don't have that you'll
need to get a full license instead of an upgrade.
