The Office suite must include both Outlook and Word 2007 for themes to work out of the box. Some folks have reported that Office diagnostics fixes the issue but I have not seen any successes using that method.

I have the same problem.
However I have installed Outlook 2007 and the other Office 2007
programs from my Office Professional 2007 software.
The other problems associated with Outlook 2007 being from a different
suite such as missing wordart, smartart etc do not apply as I have all
of these function. Just not themes.
I do have a standalone copy of Outlook 2007 and there is a slight
possibility that someone may have already installed this on the
computer prior to my implementation of the Office Professional Suite.
If this is the case, is there any way that I can verify if my Outlook
2007 belongs to the same suite? Can I uninstall outlook 2007 and
reinstall it from my Office Professional CD to give me full
functionality?

Problem solved.
Program ID's indicated that I did in fact a different version of
Outlook 2007 installed from a previous stand-alone version.
As un-install does not remove profiles or other configurations, I
simply removed outlook using the add/remove program section and then
re-installed from the Office Professional 2007 CD.
This would indicate to me that the problem experienced could be fixed
for anyone with a similar situation.
Anyone using a standalone version of Outlook & Home & Student version
of Office 2007 could solve the problem by upgrading to an academic
version of Office Professional and removing the old software and re-
installing. Also wouls end up with a couple of extra programs.
