I have set up outlook to work with my office email address. It syncs incoming
emails, and replicates all my work inbox folders, but it wont send them. If I
open the send/recieve progress nox, it shows three activities - 2 checking
for incoming emails which complete, and send which remains in progress.

Your first approach should be to ask the IT people at your place of
employment.
