I can't access the internet from a hotlink from an email

Starting today I can't access the internet from a hotlink from an email.  I
get a pop-up box that states: "This operation has been cancelled due to
restrictions in effect on this computer. Please contact your system
administrator." This computer is my home computer and I don't have a system
adminstrator. I've checked my internet setting for security and nothing has
changed.  Any ideas?
