Due to a boot sector problem I was forced to do a clean installation of
Vista. The installation created a Windows.old folder as it should. However
the clean Vista installation forced reinstallation of all the applications
including Office/Outlook.
So far I have been unable to find the contacts list, rules, mail, and
personal folders data to import into the new Vista. All of the online help
tells me how to get such things into and out of Outlook 2007 to other
applications - but nothing on getting it from an "old" Vista/Outlook 2007
installation.
Can anybody help me with this?

That's because they weren't stored in the old Windows folder, they were
stored under C:\Users\youroldusername, which is gone now because you
reformatted.

The Outlook data file, by default outlook.pst, contains all data, in Vista
the default location is
C:\Users\%username%\AppData\Local\Microsoft\Outlook\
You will likely have to 'take ownership' - or whatever Vista calls it -
before you can access the old location.
Assuming you will eventually delete Windows.old copy the *.pst files(s) to
eg Documents Folder then open them within OL, do NOT import any pst, you
will lose rules & other settings

I finally figured out most of that. Copied the archive and outlook files to
my desktop and imported them from there. Got the old mail and contacts back.
No rules though. How can I open these files from within Outlook 07?

As I said Importing loses the rules & other settings
You simply open any data file within Outlook
