MS Outlook 2003 the mark my comments check box unable select

In the E-mail Options , there is replies and forward setting on mark my
comments unable select . The check box is faded, do not know why.

That's because you have Plain Text chosen as your default format. Click
Tools>Options>Mail Format, change the "Compose in this message format"
drop-down to HTML, click Apply, and the "Mark my comments with" checkbox in
E-mail Options back on the Preferences tab will be active.
