I am using Office 2007 Trial Edition at the moment as at least I can get into
Outlook.  My trial has now ran out and have decided to go back to Office 2003
but get that message when going into Outlook

You would have to uninstall the Trial version, delete temp files & reboot
before you can install your version of Office (inc Outlook)

If the msg persists, this may help
