I have no Send button on tool bar. How do I send emails?

I am trying to use Outlook 2003 version, but have never been successful. I
have an ISP, I have Outlook software, but when I compose an email, I have no
way to send the email. There is no Send button on the tool bar and no send in
the drop down menu of File icon.
What am/have I not done?

Have you created a mail account? Tools>E-mail Accounts>Add a new mail
account>Next.
