There is already a value "common desktop" which I assume will set a single
desktop for all users if I use the value you have suggested.
I did try creating a value commondesktop but it did not make any difference.

If anyone elsehas this problem I have fixed it by creating a shortcut of the
same name "Launch Microsoft Office Outlook.lnk" and set its attributes to
Hidden and System.
When outlook starts it cannot create another one
