Can't setup/create account-Operation Failed error

I upgraded from Windows 2000 to Windows XP on a Dell computer, then
re-installed Office XP. When I try to set up Outlook, I get an error message.

When I go to the Control Panel, click mail, and Email Accounts (Setup e-mail
accounts and directories) Nothing happens. It does NOT go to the next screen.
There is no error message, just nothing.

When I start Outlook, click on Email Accounts, I get an error message: "The
operation failed due to a registry or installation problem. Please
reinstall." I've reinstalled, but get the same thing.

What could be the problem, not allowing me to set up Outlook, create the
account?

Thank you. That seems like the right answer, but when I click "Add" for  a
new profile, it gives an error message: "Error accessing your system
registry."

Do you have any additional ideas? I just updated from Windows 2000 to XP, so
I'm guessing something is messed up from that.

Hi Bill,

interesting error. Never heard about it before and it seams that you realy
have a curious error.

A posting of "Brian Tillman" gives also not an exact solution:

Did you install the office version again or did you try an "Office repair"?

I have the same problem.  My Dell laptop stopped booting up with a registry
problem.  I reinstalled XP and office 2007.  I cannot setup the e-mail
account or set up my old archive directories.  It just ignores me.  I get the
registry error.  I tried to repair it with no help, my next step will be to
reinstall office.  I am not a happy camper.

I too am having this issue on a fresh install of Windows Xp pro, and office
pro 2003.

Anyone found a fix for this?

I installed all Microsoft updates including SP3 for Office and the problem
went away.
